France is a country that wants peace, and is doing everything to try to stop the wars between them and their enemies. France is also currently having problems with the Sudanese leaders to get their World Bank back and in order. In an article on December 06, 2010 The Permanent Representative of France states, "However, we are concerned by the lack of agreement at this stage on Abyei." Afghanistan is also having issues with there World Bank and France is doing everything to try and help improve it. In an article it states, "In fighting such threats, France is simultaneously working to bolster its own security."

Sudan is considered a Least Developed Country and has a very low income which makes it hard to improve the country, and help it's people. Sudan has a lot of people and, it is getting to the point where it is dangerous for them to be living there. Sudan's World Bank is worsening and they need financial help to get them back up. The Sudanese have tried several programs in the past but they never were effective. First there was a program known as the Blue Nile Start-up Emergency Project Additional Financing which was supposed to help prevent conflicts and help with infrastucture, little programs such as Health system development, and Basic Education which are programs based on health, gender, education, transportation, and development. There still in the process of achieving the Millenium Development Goals which are 8 goals to fight against hunger, disease, and environmental issues. These goals should be accomplished by 2015. This is deffinitely a start but they are going to have to do some more to improve the country of Sudan. Sudan needs an effective program that can help their buildings and people financially. The issue about Sudan's World Bank is the expenses and the country already has a high debt. Especially in Southern Sudan, which is the the war-torn part that has nothing, infrastruction needs to be built to provide millions of people with safe drinking water, schools for children, roads that are safe to drive on, and many other things that the West already have and take for granted. In an article on October 08,2010 the Deputy Permanent Representative of France states, " -two main problems it is facing today: the future of Southern Sudan, and Darfur." France is trying to get Sudan to agree on The Comprehensive Peace Agreement which was written to turn the years of hard fought wars into future years of peace and sincerity. But this Agreement has yet to be signed. This country has a lot that needs to be done still but people are deffinitly making the efforts.

Afghanistan is undergoing a big economical, political, and social transformation. Afghanistan is not as bad as Sudan but they still need the financial help from other countries. Afghanistan is making the efforts to improve the country today but there are still going to be challenges ahead. Right now the World Bank groups is determined by Interims Strategy Note for Afghanistan. The ISN has a grant program of around $600 million. Afghanistan is currently having problems with low life expectancy, health situations, and illiteracy. Right now there are four progams that are helping improve living conditions in Afghanistan such as The Infrastructure and Rehabilitation Project which is a program started to improve the transportation and the infrastructure in Afghanistan, The Horticulture Component of the Horticulture and Livestock Project which is a program to help enhance productivity and stimulate the livestock, The Animal Health Component of the Horticulture and Livestock Project which is the same as The Horticulture Component of the Horticulture and Livestock Project just a different name, and The Irrigation Rehabilitation Project which is to help enable private farmers from scheming and ripping people off. France is trying to help Afghanistan by having meetings and being commited to helping fight against terrorism, corruption, and by reforming the legal system. France is also trying to help improve the coordination in order to provide the economic development in Afghanistan. In an article on March 19, 2009 the Permanent Representative of France states, "The international community firmly reiterated its support to the people and Government of Afghanistan in June 2008 in Paris." The international community firmly reiterated its support to the people and Government of Afghanistan in June 2008 in Paris.

France is very helpful and wants to help the other unfortunate countries like Afghanistan and Sudan. France is trying to help them by visiting their countries and meeting with the leaders to agree on no wars and to keep the peace between the two. France is also trying to help the countries infrastructures, and the citizens of both Afghanistan and Sudan by coming up with special programs pertaining to each individual countries' problems. In an article on June 14, 2010 The Permanent Representative of France states, " I would like again to say that France is prepared to participate in the joint efforts to be taken so that the coming deadlines in the Sudan provide an opportunity to bolster the stability of the region and to put an end to the suffering of populations, which has continued for far too long." In an article on December 22, 2010 The Deputy Permanent Representative of France states, " I want to reaffirm my country’s support for the independent electoral bodies which should be central to the new process that lies ahead, i.e. the reform of Afghanistan’s legal framework,-"
